Charles J. Willoughby
Inspector General

Charles J. Willoughby brings over 30 years of legal experience to the District of Columbia government in his position as Inspector General for the District, a position that he has held since July 2005. During this approximately 30 year period, among other things, he has provided counsel to individuals, members and employees of Congress, and corporate entities. From 1998 to 2005, Mr. Willoughby served as the Assistant Inspector General and Counsel for the Federal Communications Commission (FCC) Office of the Inspector General. In this role he investigated allegations of misconduct against officers and employees of the federal government and provided counsel to the Inspector General of the FCC.

Prior to joining the FCC, Mr. Willoughby was the Senior Associate General Counsel for Litigation at Howard University and Staff Counsel for the Committee on Standards of Official Conduct (i.e. the Ethics Committee) for the US House of Representatives from 1990 to 1997. During his tenure, the Ethics Committee took up several cases, including the House Bank and House Speaker Newt Gingrich matters. Mr. Willoughby also served as an Assistant US Attorney in the Washington, DC, Office of the US Attorney from 1984 to 1990.

Mr. Willoughby also worked as an attorney for the Louisiana World's Fair; the Office of the City Attorney and the Office of the District Attorney for Orleans Parish in New Orleans, Louisiana; the Southern Minnesota Regional Legal Services in Mankato, Minnesota; and for the law firm of Dorsey & Marks in New Orleans.

Mr. Willoughby is a member of the District of Columbia and Louisiana State Bar Associations. His prior volunteer activities have included service as Vice Chair and Chair of the Board on Professional Responsibility of the District of Columbia Court of Appeals.

Mr. Willoughby holds a Bachelor of Arts in political science from Jamestown College in Jamestown, North Dakota, and a Juris Doctor from Howard University School of Law.
